18 CHAPTER 3—PRIORITIZED UPDATES FOR THE NEW GUIDE The research team was tasked to develop a list of prioritized updates for the new guide based on the following: • A list of priorities developed by AASHTO. • A discussion of the shortcomings of both documents and feedback received at the kick- off meeting. • Findings of the background research and literature review. The result of the discussion at the kick-off meeting, which included both AASHTO documents and priorities developed by AASHTO members, was that that members of AASHTO had developed recommended additions, updates, and deletions as part of the 10 documents mentioned previously but not necessarily a comprehensive list of priorities as a standalone document. To develop a list of priorities, the research team combined the suggested modifications, comments, and additions into one document to provide a basis for further discussion. Structure of the New Guide As a starting point for the new guide, the research team used the draft of the merged policy and old guide documents provided by NCHRP. To discuss the structure of the new guide, it is useful to review how the policy and old guide are organized. Structure of the AASHTO Policy on the Accommodation of Utilities within Freeway Right-of-Way The policy consists of two chapters, which are the introduction and a statement of policy, followed by a glossary and references. The statement of policy is the core of the document, discussing to which utilities the policy applies, what kind of utility installations are allowed, and the requirements for such installations. The policy does not provide any details for utility installations allowed on freeway right-of-way but references the requirements in the old guide. The policy was last updated in 2005. Structure of the AASHTO Guide for Accommodating Utilities within Highway Right- of-Way The old guide consists of five main chapters followed by a glossary and references. Following an introduction, Chapter 2 provides an outline of general considerations for utility accommodation, followed by Chapter 3 that provides information specific to underground utility facilities. 20 Glossary References The old guide consists of 31 pages including cover and introductory content. The old guide was last updated in 2005. Priorities for Modifications of the New Guide The draft provided by the NCHRP panel provided a starting point for the research team to merge the guide and policy. The draft consisted of five chapters that mostly combined content from the old guide and the policy, in addition to very limited new content. The merged guide included many edits and comments that related to specific wording or changes of the source document text. Some of the comments provided guidance for priorities for the modification of the new guide, as follows: • Include a new section on functional classification of roads. • In Section 1.4.5 Aesthetics, it should be checked if all stated criteria should be met in order to allow new aerial installations. • Chapter 2 should be reorganized to match the structure of Chapter 3. • Consider revising Chapter 2 in light of changes at some DOTs that no longer prohibit, but rather invite, longitudinal communication lines on controlled-access right-of-way. • Add content under 2.0 to address urban, environmental, or economic impacts. • Expand on Section 2.3.3, Underground Utility Crossings, with respect to encasement and protection of pavement structure. • Revise and expand 2.6, construction and location details. Potentially break up this section into sections for permit plan requirements and as-built requirements. • The draft includes four figures, which are of low quality and resolution and should be updated. • The new guide should be updated with respect to changes regarding mandatory membership of utility owners in One Call systems. • Consider adding a section on joint trenching, for example in Section 3.1.2. • Check all referenced codes for currency/applicability. • Consider deleting Section 3.3, Ditches and Canals. • Develop a new Chapter 4, Utility Accommodation on Multi-Access Right-of-Way (Partially Controlled Access). • Include a section to discuss differences in control of access. Researchers reviewed all comments and priorities to develop an updated structure of the new guide. Proposed Structure of the AASHTO Guide for Accommodating Utilities within Highways and Freeways The research team reviewed the structure of the merged guide and developed a slightly updated outline for the new guide that expanded the new guide to six chapters. The main differences were two new chapters: Chapter 2, General Accommodation Factors, describes definitions and requirements for utility accommodation that apply to both utility installations on freeway and highway right-of-way and Chapter 5, which provides information for utilities on multi-access right-of-way. Chapter 3 provides information for utilities on freeway right-of-

21 way, Chapter 4 provides information for utilities on highway right-of-way, and Chapter 6 includes references and appendices. In cases where reviewer comments referred to changes that the research team already corrected, for example section numbering, these comments were not included in the updated document. The proposed structure of the new guide was the basis for discussion at the peer exchange and TRB workshop discussed in the following chapters. The research team submitted a copy of the updated merged guide to the NCHRP project panel for review and comment.

AASHTO is the author of two documents that have guided utility accommodation highways for decades. The first document primarily applies to utility accommodation on highways that are part of the Federal Aid system. The second document primarily applies to utilities on state highways.

The TRB National Cooperative Highway Research Program's NCHRP Web-Only Document 356: Development of a Guide for Accommodating Utilities within Highways and Freeways details changes in these rules and regulations over the years and ways AASHTO guidance can continue to evolve.
