... 11 Identification of Potential Conflicts with Airport Actions The ESA is primarily dedicated to species protection, but when drafting the Act, Congress also sought to avoid ESA confrontations between proposed federal actions and listed species where it could. As a result, the ESA incorporates seeking protection for species with accommodation of other public policy needs by attempting to identify "reasonable and prudent alternatives" that allow projects to go forward without harming the species in question.
