7 Regulatory Roles and Responsibilities: Endangered Species Act The lead federal agencies for implementing the ESA are the USFWS and the NOAA NMFS (commonly known as NOAA Fisheries) , collectively termed the "Services." The USFWS has primary responsibility for terrestrial and freshwater species, while NOAA Fisheries manages marine wildlife and anadromous fish, such as salmon.
