Enhanced National Capabilities In considering the required capabilities, i t should be noted that these are only in part specialized. Ocean research is conducted by people using equipment in laboratories ashore or at sea. Many scientists and engineers engaged in marine investigations were trained in fields other than oceanography, and many of the laboratories, research platforms and items of equipment were not specially designed for ocean purposes. In the following sections, this dualism is recognized, and special attention is given to the more specialized requirements. MANPOWER: Any significant expansion of national activities in ocean research w i l l increase the demands for manpower in this f i e l d . At the sub- professional level, the requirements are not highly specialized and can often be met by transfer from related f ie lds . However, marine technicians present a special case where specialized training is advantageous. Under the Sea Grant Program, there are now a number of training activities designed to meet this d e m a n d . At the professional level, about half of those now active have received formal education in some branch of marine science, the remainder having transferred from other f ie lds . Such "immigrants" are particularly common m ocean engineering where, unti l recently, there have not been available suit- able curricula for specialized study. The variety of professional backgrounds among ocean workers is l ikely to continue, and is desirable for several reasons. At a time of expanding programs, the supply of manpower can be increased - 130 -
